    Abstract
    Lying in the extreme northwest section of the State of Wiscon­sin is Douglas County (1970 population of 44,657) and its principle city, Superior (1970 population of 32,202). Major employees located within the city of Superior are Fraser Ship­yards, Inc., Murphy Oil Corporation, Superior Fiber Products, Peavey Flour Company and the railroads, all of which are finan­cially dependent upon the Port of Superior (refer to map next page). This port, in turn, is part of the larger Duluth-Superior port, which serves as the terminus, or "head of the lakes" of the Saint Lawrence Seaway System.
