The Project Management Unit (PMU) was created by Government in 1993 to implement the Land Market Action Plan. A part of this plan involves the systematic preparation of maps of all immovable properties, public and private, which have resulted from the different programs of privatizations which have been undertaken. This effort for land surveying and mapping (LSM) began in 1994 using technologies which were available and known at that time. During the following years, the PMU in collaboration with the private sector has tested and developed other technologies for LSM for use under Albanian conditions. These technologies are used mainly by private surveying companies and individuals, contracted by the PMU.
Technological innovations for LSM include the use of digital maps, analogue and digital photogrammetry, total stations and GPS. These technologies have been at different rates and extent in Albania. This paper describes the initial LSM technologies in 1994 and the gradual introduction of new technologies. The paper also analyzes the different degres of use and the unit costs of different technologies. A model is presented for identifying the barriers to the development of LSM technologies, with special reference to the use of GS and digital photogrammetry.
