    Abstract
    This paper is an analysis of the Voyager Passport reading intervention program and how it meets the specific needs of one rural Wisconsin elementary school based on the following criteria:1.The amount of time required daily, weekly, and yearly to deliver the program. 2. The program meets the districts requirements for a progress monitoring tool, is compatible with CCSS, and is aligned to RTI. 3. The program will be culturally appropriate and address the individual learning needs of students.
