    Description
    This report explores consolidation strategies to improve the efficiency of local recycling programs in Wisconsin. After examining benefits and drawbacks of consolidation, the report outlines a three-phase decision guide to assist municipalities in deciding whether consolidation is right for them. The guide considers which services to consolidate, at what level of government to consolidate, and the process of how to consolidate. The report also analyzes the ways consolidation could change under the governor's budget proposal.
