    Abstract
    WISCAPE's second conference on access and retention will address issues concerning the roles of and connections among state-level stakeholders -- governors and legislators, public and private sector groups, and educational systems and institutions -- as they seek to maximize persistence to degree completion. Speakers representing a variety of perspectives will discuss the types and degree of coordination which need to exist among state governments, public and private sector groups, and educational systems and institutions (PK-16). They will offer some innovative approaches to this coordination and discuss where the accountability for successful coordination should rest.
